orders vary in swiftness - ive gotten them within three days before, and also had ones that took a couple weeks. it really depends on the seller. also, it's generally a good idea not to pay until you receive the package - ive dealt with sellers before who just couldnt seem to ship anything.

 

if you want to know about good MOCing pieces, i have two words for you: ball joints.

also because this confused me at first, you have different shopping carts for different sellers. So if you want bulk parts, try your best to find a single seller with most of what you need for ease and cheaper shipping. Most sellers also have a minimum price requirement which is annoying if they only have one part you need... it's a frustrating site lol.

Useful new Technic parts! Here we go.

99009 and 99010 from 2012. Excellent tiny turntable. Only marginally useful for constraction building, but it was used pretty fantastically on this year's Evo XL Machine, and you could potentially use it for articulation on larger models.
 
98565 from 2012. I'm not listing a lot of CCBS (Character and Creature Building System, the name for the new system introduced in Hero Factory) parts, since that would take all day, but I'd be remiss not to mention this one. It's extremely useful in constraction building, but has still only appeared in a few sets, meaning it'd be good to stock up.
 
98577, another CCBS part worth mentioning. It's much more common than the previous one, and allows easy attachment of CCBS shells to Technic constructions.
 
10197 from 2012. A fantastic element for weapons and builds in constraction models. It's used on a fair number of next year's sets, especially the Protectors, but in my opinion you can never have too many.
 
11272 from last year. A very useful piece for weapons in Constraction models, but that's far from its only use.
 
10928 from last year. A new variety of 8 tooth gear, with wider ends so that it doesn't slide into axle holes the way the old one could. I have far too few of these, but next year's Bionicle sets use them a lot—they're used to add friction to the Toa's gear functions. Related, but less useful for constraction: 11955, a variety which lacks friction and thus allows an axle to slide through it with minimal resistance.
 
11478 from last year. Like the classic parts, but 5 modules long. Plenty useful.
 
15462 from this year. Along with the 4M axle with end stop introduced in 2010, this is used pretty heavily for the geared shoulders of next year's Bionicle sets. Meaning you'd get a fair number just by getting those, but extras never hurt.
 
11214 from this year. Just a look at it will show you how useful it can be. It's in some of next year's sets, most notably Lewa.

14720 from this year. A nice, versatile Technic beam for larger models and vehicles. Gives you plenty of connection points.

15100 from this year. Another tiny, versatile Technic connector. This one's in several of next year's sets, but you're going to want to have a lot of them given their usefulness and compact profile.

Thanks for the rest of the responses, I'll try to find one or two popularly reliable sellers. I'm not too hung up on how long sets would take to arrive, but if I'm getting parts for the contest, obviously the sooner the better. I finished going through every bit of Lego in the house and sorting out all the Technic, CCBS, and classic Bionicle parts and other useful things and now have a big takeout container filled to the brim with pins and axles and friction bits So I don't think I'll really need to get anything extra, but this is very useful for the future and I'm definitely gonna set aside excess funds for these!

99021 from 2011. It may be bulkier and less versatile than the classic pneumatic T, but it's also a great deal less fidgety. This piece is in a couple of this year's sets, but in next year's Bionicle sets it only appears in Lord of Skull Spiders, meaning it might be worth getting a couple off Bricklink.

As for the whole "don't pay until you receive the package" thing, that often won't work, since many sellers will only ship after you pay.

 

Anyway, in addition to those that Lychir mentioned, most parts from the "technic liftarm" and "technic connector" categories are invaluable for MOCing.
