I dunno, if they're stealing luxury goods from other people's houses, that's one thing. If they're stealing food or medicine from a flooded convenience store or grocery store... what's the loss, exactly? Pretty much all of those products will be thrown out anyway just because it MIGHT have been compromised by the floodwaters, whereas people who have lost their own homes may well need it to survive. Property is not as important as human life.

I'm with you that I'm not going to condemn people scouting out things like food, but the people in particular that I had in mind when I wrote this were carrying large plastic bags and breaking into a sports store.  Since then, I have also heard reports of people looting for jewelry, but those reports are from the Caribbean and not the United States.  There are also more extreme things happening, such as outright violence and mugging, and people breaking into other people's house, and that greatly concerns me.  It would be really terrible for some of these people to survive the storm and then lose their lives to muggers.
