GregF said for 4 years that he had no plans to bring this Toa up. He still has no plans. Now that the storyline might end, why not do it now? Aravagantos, I am not sure why you can't understand how a passing sentence in a book would lead to a contest. I think it was going to be done one way or another. They wanted to do a contest on Lein, the dead Agori who wasn't actually directly mentioned. It's fun just to take these somewhat obscure references, and expand upon them. Plus, people have been asking about this Toa for AGES, despite nothing ever actually happening. The fact that they continued to ask is a testament to the popularity of this Toa, and I'm looking forward to the entries we get.
