This is actually legal, and was used in the calvary except on horses. If your horse had been wounded and was going to die anyway, the smartest thing you can do is put it out of it's misery. While it is highly doubtful that this deer was injured in war, it was injured and was going to die. It was in severe pain, I'm sure, so it was actually the best choice they could make.

The changes haven't taken place yet. In a few days you'll be a different man.

So you would rather just see the deer suffer miserably until it died on its own, or shoot it so it doesn't have to go through several more hours of painful torment?
