I actually believe it's a type of anti-stealing tool. To prevent would-be thieves from opening it up and pocketing the disc.

 

That's what I think it's for, anyways.

That would make sense, but the cases are already sealed in shrinkwrap so I don't see how the sticker makes a difference there.

Here in the UK you would only ever see stickers like that on second-hand copies. And at least our stickers come off cleanly.

i bought that same album at Target a few months ago and it didn't have the tape thing on top (though it was sealed in shrinkwrap)

 

but that might've just been an anomaly ('cuz i usually get imported CD's, or just buy albums on iTunes)

Shrinkwrap is easy to pull off though, and easier to hide.
