Thats literally like asking PC vs Mac.

 

 

Borg are messy, cheep, and ugly but hey, they've conquered a huge empire where as the Cybermen are clean, nice looking, and well built but they're a pretty small group.

By my understanding of Cybermen (I don't watch Doctor Who so my knowledge is limited), they are nearly entirely mechanical with only a few organic components making assimilation nearly impossible for the Borg. So, the Borg would more than likely try to completely eliminate the Cybermen and assimilate their technology. I don't know how many Cybermen there are but the Borg control nearly a quarter of the galaxy which I suspect is far more than that of the Cybermen. And the Borg are persistent. VERY persistent.

 

Despite my lack of knowledge on the Cybermen, I will still have to lean more towards the Borg.

I'd say Borg, because they can adapt. Now if you WERE to bring cylons into the mix, that would be different. The CYLON and borg would defeat the cybermen, and then the cylons and Borg would battle it out until the Borg won, but with a small fraction of their original troops remaining. Either way, it would be a close fight.

Cybus Cybermen only exist as a small group trying to access the normal world from the parallel one. Plus they walk clumsily and are only "compatible" with humans, I think.

 

Mondasian Cybermen formed an actual space empire (the classic series seemed to repeatedly state this, though we didn't get to see much of it) and were compatible with any species that was human-ish enough. (And given the ridiculous number of species that looked exactly like humans in the classic series...)

 

Of course, the Mondasians themselves can be divided further but I won't get into that.
