I do believe said device required training for the pegieons (pigeons would peck a certain area at a certain time to guide bomb then to fly away when the bomb neared the target) which would cost time, plus there is the possibility of the pigeon being frightened if not trained properly. Laser guided bombs don't require training and are more accurate (more like fire and forget) plus it will keep the animal right's groups off your back.

 

Nice to know someone else is aware such devices existed.
