It developed as a joke told to people not good with a computer. Essentially it was "Delete system32 to make your computer run faster". System32 is one of the most vital systems on your computer. Deleting it screws up your computer.

System32 contains a considerable amount of Windows system files, including the kernel executable, so yeah. You can't just simply delete it like that, though, as a normal user or even an administrator doesn't have any writing rights to it by default, so if one goes out of their way to delete it, I'd say they were looking for it.

Actually believe it or not some people actually posted codes on how to get around the codes that prevents its deletion. Not sure if it's still around but believe me people have found ways around it.

Yeah, it's a very simple few lines of code, you can just put it in notepad and run it.

On the other hand, deleting CONFIG.SYS is always a good idea.

What are you talking about, installing gentoo was the best decision I ever made. It made working with my computer so much easier.
