With no place for the power to escape, the sheer energy of going super saiyan forces the extreme growth of new hair, for that energy has to have some way to escape the body, lest it implode.

They could still do ki attacks though, and those get powered up too.  Far stranger things have happened in Dragon Ball.

 

Actually, now that I think about it, Frieza did keep fighting after getting sliced in half...he still had one arm so he wasn't totally limbless, but he was down to half a torso so I think that counts for something.

Freeza was a highly resilient alien, not a saiyan. He could also survive in space, something saiyans cannot do.

Well yeah, I doubt a Saiyan could survive with half a torso, I was just using it as an example of someone being able to fight after losing some/all limbs.
