Basically the Bartz on the left is wearing a red cape, which signifies he is of the Mime class, and he is mimicking Amano Bartz on the right. Plus in Dissidia, Bartz is the Mime class.

 

And of course you wouldn't recognize him in the game. That is conceptual artwork drawn by Amano.
