This isn't a bug, just something I thought of: It's fun to see the images associated with someone's rank. Like, "Scavenger" and see how far they are in "scavenging" by how many Krana are colored. I know it is currently available with Premier Membership, but what if that is the only bonus of Premiership you want? Or, what if your parents won't let you buy Premiership? There are probably a couple other barriers to Premiership I am unaware of. I just thought, wouldn't it be nice if everyone had rank images, regardless of whether they were Premier or not?
The reason that only Premier Members have rank images is because that's a perk of being a Premier Member -- if you pay money to the site, you get extra perks. Taking away some of those perks could mean less people buying Premier Membership (and it also makes them less "special"), and we really do need people donating money through Premier Membership to keep the site running. Personally, I think it's a good idea that we keep them for Premier Members only -- it's an extra perk for donating money to the site.
To add to what Velox said, all members get premier perks (including rank images) during BZP's Anniversary Week. So it's not like you'll forever be without them. 
Yippee, one week a year. I mean, there are plenty of other Premier perks, it's just I've always been jealous of this one perk.
That's kinda the point, though. If no one wanted the Premier perks, then there wouldn't be many people paying for PMship (and if no one wanted them, they wouldn't really be "perks" either). So we have perks that people may want, and to get them, they just have to donate a little to the site.

As Sumiki and Velox said, rank images are a perk, and will stay that way for the time being.
