Clearing The Library Revival Rule

BZP library you guys are killin me
After receiving 60+ reports, in under one month, of "They revived a library topic!" and "This topic is spam" (when the topic was dated June 4, 2002), this has to be posted. To save time typing correctional PMs, yeah. And for one FL's sanity.
1: Reviving Old Library Topics
Plainly said, there is -no- revival rule in the Library. None. Nada. Zip. This is because any "legal" topic in the Library has to do with the creative process. For stories, some people get writer's block or don't have time to write for awhile. If they couldn't post another chapter, just because they couldn't write for 30 days, they'd have to re-post the entire story topic. This would turn our writers into member-eating zombies, and we can't have that. As for non-story topics (which are few), I have no problem with them being revived. This is because most non-story topics are approved ideas that aid the Library forums. They're somewhat official.
2: Reporting Old Library Topics:
If, while browsing the Library archives, you find spam or a dupe topic, please check the date before you report! Do this if you're unsure whether the topic is active or not. In the problem topic, check the date of the last post before reporting the topic or a post inside it. If the topic has been dead for more than 8 months, it would be polite not to report it. Yes, I know we encourage members to report rule-breaking. But if a topic is already dead, we (the staff) waste time closing it. It's like arresting a dead person because, when they were alive, they'd robbed somebody.
Now, I understand if you do this once. However, lately we've had some people doing it constantly.
Please note: I am only requesting this in the Library forums. This does not apply to other forum sections unless their leaders say so.
