Okay, probably not the right place but it's happening to me a minute ago. (Still is.) Anyways the bar where the PM, notifications, your name, and sign out are, keep moving with me when I scroll down. That shouldn't happen.
Anyone know how to get this off. (I will cancel this if it has stopped. For now.)

See here, this is new functionality to give you quick access to the options provided by this bar. It is intentional and will not be changed.
