BZRepublic is a strategy game in which players attempt to achieve their assigned goals through the various actions available to them. It is a bit of an experiment for me, I have drafted various different but similar games through the years I've been on BZPower but never created one until now. I hope you enjoy it, and please give it a try.

BZRepublic is set in BZ Nui, an Bionicle city governed by a president, a senate, and a judge, protected by police and military members, and home to businessmatoran who trade their wares.

STANDARD RULES

If you're interested in joining, this all you need to get started. Also check out the "BUSINESS" section of the Full Rules, which you can find in post no. 6 in this topic, since you'll start as a Businessmatoran. The rest of the Full Rules are useful for reference and pertain to particular positions, but are unnecessary for new players to read.

1. You start with 200 widgets and 10 happiness. Happiness can go up and down and affects game performance. You can buy items with widgets and transfer widgets and items to other citizens or the National Bank.
2. You can attempt theft of any items or amount of widgets from any source, or attempt murder. The likelyhood of success depends on the weapons you have and those of your target, and your happiness. However, you might be witnessed doing the crime.
3. You are PMed a secret goal to accomplish in BZRepublic. You can reveal yours, but no screen shots. These goals are:

FORTUNE SEEKER: get widgets/items.

VIRTUOUS CITIZEN: minimize city deaths and crimes and increase city happiness.

HARD WORKER:

if president/senator: same as Virtous Citizen.

if businessmatoran: same as Fortune Seeker.

if judge: make fair rulings.

if military: do well in battle and obey the military leader (if not the leader).

if policematoran: arrest as many citizens who are successfully convicted as possible.

POWER SEEKER: exert as much control over as many citizens as possible.

SUBVERTER: maximize city unhappiness.

CONSPIRATOR: maximize city deaths.

4. If you die you can rejoin in a week.
5. Position overviews:

BUSINESSMATORAN: This is what you are if you just joined. You can make businesses, research, and sell stuff. See your Full Rules section.

MILITARY: Attacks foreign countries and defends BZ Nui.

SENATE: Creates and passes laws.

PRESIDENT: Passes and vetoes laws, appoints various positions.

POLICEMATORAN: Charge citizens with crimes and arrest them.

JUDGE: Decides if citizens are guilty of crimes.

6. No roleplaying! Each position has certain actions it can perform, such as creating a business, arresting a citizen, creating a law. Perform them, but don't make it a story: think of this like a variation on a Mafia game, and you'll get the right idea.

PASSED LEGISLATION OF THE SENATE OF BZ NUI

I. Gun Control Bill
Weapon business owners may carry as many guns as they like. Henceforth, no other citizen is allowed more than two personal weapons. If any other citizen has more than three weapons, they will be subject to a 100 widget fine. If they are found with an illegal number of weapons a second time, they will be imprisoned for a week.

Any weapons confiscated will be stored in a separate bank stored in a Gun Bank, separate from the National Bank, controlled by the military leader. In case of an attack, or in case of dire need by the Army or Police, the guns will be divided equally and temporarily amongst the Army and Police.

FULL RULES

Except for the "BUSINESS" section, don't worry about these for the most part. These are intended to prevent disputes and clarify special circumstances by serving as reference material. If you have any questions that aren't answered here, or you can't be bothered to find it here, just ask in the topic or PM me.

DETERMINING POSITIONS

- Determining positions takes place every two months, the first time is when the game starts. Note: all votes are final once posted in the topic, they may not be changed or edited.

1. All citizens vote for one person to be the president. You may vote for yourself. The voting ends when all have voted or after 48 hours have past. The citizen who got the most votes is the president. If there was a tie, then citizens must vote again, only on those that tied. If the same citizens tie again, then the president is randomly chosen.

2. Immediately after his election, the new president quickly chooses five citizens to be members of the military and designates oen of them as the leader.

3. All remaining citizens (not the president or in the military) must say within 48 hours if they want to run for government. All citizens that do not run for government are now businessmatoran.

(During items 4-8, if we run out of citizens running for government, the positions can be filled with businessmatoran, who are no longer businessmatoran upon their non-voluntary appointment.)

4. The president then chooses one of the citizens running for government to be the judge.

5. The members of the military vote for two of the remaining citizens running for government to be senators. (Each military member votes for two in their voting post.) The two with the most votes are elected. Ties are decided randomly. The voting ends when all have voted or after 24 hours have past, if nobody voted the two senators are appointed by the president.

6. The judge chooses one of the remaining citizens running for government to be a senator. If the decision is not made in 24 hours, the senator is appointed by the president.

7. The businessmatoran vote for two of the remaining citizens running for government to be senators. (Each businessmatoran votes for two in their voting post.) The two with the most votes are elected. Ties are decided randomly. If there are no businessmatoran yet (everyone ran for government positions), then the president appoints these senators. The voting ends when all have voted or 24 hours have past, if nobody voted the two senators are appointed by the president.

8. The senators vote for two of the remaining citizens running for government to be policematoran. (Each senator votes for two.) The two with the most votes are appointed. Ties are decided randomly. The voting ends when all have voted or after 24 hours have past, if nobody voted the two policematoran are appointed by the president.

9. All citizens who ran for government and did not get any position are now businessmatoran.

(When new senators are elected or appointed, they will take the place of the outgoing senators that were elected or appointed at that period in the previous Determining Positions process. This probably won't come into play much, but should the senate need to pass legislation during the Determining Positions process, the composition of the senate at that particular point of the process would matter.)

GENERAL RULES

- There are up to 24 players (called citizens) in this game at one time. The game can start when we have 18 citizens. When an there is an opening due to a death, a new citizen may join.

- No roleplaying. To get an idea of how this game is intended to work, think of a complex mafia game. The topic is to be used for voting, selling/buying items, creating companies and items, conducting product research, any other actions not specified as to be done via PM to me, and game discussion. Simply post the action you wish to conduct.

- All citizens start the game with 200 widgets.

- Citizens have the ability to transfer any items, businesses, and widgets to other players.

- When citizens vote for something, be it during a "Determining Positions" point, on legislation, or on anything else, votes may not be changed or edited.

- Players can attempt theft of items or widgets from any source or murder of any other player at any time by PMing me, they may fail or succeed. The likelihood of success depends on whether the attemptee is armed or not and with what, and whether the opponent is the same. The chance of being publicly seen attempting the crime is higher for those done against government positions. If not witnessed, a criminal may still be discovered if the crime is investigated by policematoran. (Anything stolen is kept in a "secret inventory" of the thief, kept track of through PM.)

- Upon joining the game, citizens are PMed a secret goal. Each month that they achieve that goal, they are rewarded with happiness and widgets. You can reveal your goal, but no screenshots. The goals are:

FORTUNE SEEKER (~9): get a large amount of widgets/items.

VIRTUOUS CITIZEN (~5): minimize city deaths and crimes and increase overall city happiness.

HARD WORKER (~6):

if president/senator: same as Virtuous Citizen.

if businessmatoran: same as Fortune Seeker.

if judge: make fair and accurate rulings.

if military: do well in battle and obey the military leader (if not the leader).

if policematoran: arrest as many citizens who are successfully convicted as possible.

POWER SEEKER (~2): have and exert as much control over as many citizens and their actions as possible.

SUBVERTER (~1): maximize overall city unhappiness.

CONSPIRATOR (~1): maximize city deaths.

- Citizens who are killed may rejoin the game after one week. Citizens who wish to commit suicide (quit the game, perhaps to rejoin later) may do so. A player who dies and rejoins starts with a clean slate, possibly a different goal, no possessions other than the starting 200 widgets, and as a businessmatoran unless the players are at the bimonthly "Determing Positions" point at the time he rejoins.

- Citizens who are in jail can transfer and receive items, businesses, and widgets, but cannot steal or murder, nor can they perform military or police roles.

- Players have a starting happiness of 10, which goes down to 0 and up to 20. Happiness increases through having home items, receiving widgets, completing goals, and city tranquility. Happiness declines through loss of widgets, failure in goals, theft, murder, city unrest. High happiness means a higher chance of succeeding at warding off and attempting theft and murder, chance of success at product research, and chance of success at making arrests and doing military attacks and defense. High happiness can also result in various unexpected opportunities opening. Low happiness has the reverse effect.

BUSINESS

Spoiler

- Businesses can only be created by businessmen, though any citizen may own one. You can only have one business at a time. The businesses that can be created are Food, Home, Communication, and Weapons.

- Food: creating a food business costs 100 widgets. Basic food businesses can make 1 bread loaf per 4 widgets invested. A bread loaf must be eaten every three days or happiness starts to decline and starvation begins (causing eventual death). Research into new or improved products can be conducted for 12 widgets per experiment.

- Home: creating a home business costs 150 widgets. Basic home businesses can make 1 home gadget per 8 widgets invested. Home gadgets increase happiness by 1 point. Research into new or improved products can be conducted for 20 widgets per experiment.

- Communication: creating a communication business costs 150 widgets. Basic communication businesses can make 1 basic communicating device per 15 widgets invested. Without a communication device, passing legislation costs an extra 2 widgets, product creation an extra 1 widget, and research an extra 5 widgets. Research into new or improved products can be conducted for 20 widgets per experiment.

- Weapons: creating a weapons business costs 150 widgets. Basic weapons businesses can make 1 zamor revolver per 20 widgets invested. Military members cannot fight without weapons, theft and arrest has a much smaller chance of success (especially against an armed opponent), defense ability is diminished, and murder is impossible. Research into new or improved products can be conducted for 30 widgets.

- Items including food, home items, communication devices, weapons, and food can all degrade or break over time. Businesses can be shut down, you get closing widgets equal to half the creation cost and keep all produced items if you shut down your business.

MILITARY

- The city of BZ Nui is surrounded by four foreign "countries." To the north, Northraxx, the the east, Eastland, to the west, Westarhk, and to the south, Soso Nui. I will post updates on their status towards BZ Nui (hostile, friendly, neutral, etc.) at different times. For a military member to attack a surrounding foreign country, simply PM saying you wish to do so. To have success, multiple military members must PM at once, and the closer timed their PMs the more successful the attack.

Successful attacks can result in widgets being distributed to the military members, but may also lower the foreign nation's status and cause retaliation. To defend BZ Nui from an attack PMs are sent in the same manner. While military members may be expected to listen to their leader, they can choose to attack neighbors and defend BZ Nui independent of their leader's decisions.

- Military members may also choose to attack citizens of BZ Nui if they so choose as part of a military action, but for this the military leader must first submit his approval via PM. Military action against citizens is likely to lower all citizens' happiness.

- Military members may assist a foreign country in defense, or assist in a foreign country's military attacks against their citizens, but to do so the president must first get permission from the foreign country. The assistance works in the same manner as other military actions, but military members must specify in their PM that their defense/attack is part of the assistance action. If the president doesn't get permission first, the "assistance" will be interpreted as an attack by the foreign country.

SENATE

- Any member of the senate may draft legislation that can state basically anything applying to game actions, and once passed, if it says certain actions are illegal or mandatory, and if the judge decides an arrested citizen is in violation of that legislation, whatever the legislation stated as the penalty is enforced. Proposed legislation should be posted in the topic for the senators to vote on it.

The senate may put any of the following as punishment for doing or not doing various things, but keep in mind the punishment is not carried out unless the citizen is arrested and convicted by the judge:

- Fine of any amount of widgets.

- Confiscation of any property.

- Prison for any length of time.

- Execution.

- Any member of the senate may also draft legislation that takes widgets or property away from any or all citizens without them having been arrested first. This might be a tax bill, or it might not. But the senate has absolute control over widgets and property, and can enforce the consfication and transfer of such, but only has the ability to put people in prison or execute them through arrest by police and conviction by judge. Note that if the senate consficates a business, it is considered shut down and turned into the closing widgets.

- The senate also has control over the National Bank, from which and to which they can transfer funds and items (by legislation). The national bank starts the game with 300 widgets.

- To pass legislation, it must be first approved by three of the five senators and then approved by the president. If the president does not approve within a day after it has passed the senate, or disapproves, it can be passed without him if it is re-approved by all five of the senators. Passing legislation costs 4 widgets (taken from the National Bank).

- Sample legislation:

Bill to Tax Businessmatoran

Take 5 widgets from each businessmatoran and move it to the National Bank.

Bill to Make Badguy Illegal

Every 24 hours, if Badguy is still alive, he has violated this law. The penalty is execution.

Bill to Pay Senators

All money in the National Bank is to be divided between the senators every week.

Bill to Confiscate Weapons

Any weapons not owned by a member of the military are hereby immediately transferred to the National Bank.

PRESIDENT

Spoiler

- Besides the appointment abilities given to him and explained in the "Determining Positions" section, the president may remove one military member or police matoran from their position every three weeks and appoint a new one. (The old position holder becomes a businessmatoran.) In addition, if any senator, military member, judge, or policematoran dies, he appoints the replacement.

- He approves bills as explained in the "Senate" section.

- He can designate a different military member as the military leader every two weeks.

- He can may pardon one citizen from a judge's conviction each week.

- If killed, a special election will take place to replace him.

JUDGE

Spoiler

- When a citizen has been arrested by a policematoran, the judge has two days to decide (by posting in the topic) if the citizen is innocent or guilty of the charge he was arrested for and any other charges subsequently made. If guilty, the senate's written penalty is enforced, if innocent, the citizen is released.

POLICEMATORAN

- Can attempt to arrest any citizen at any time by PMing me their name and the crime they are arresting them for (must be a specific violation of a passed piece of legislation). If the arrest is successful (depends on if the policematoran and the citizen he is arresting are armed and with what, and whether or not the citizen resists arrest) the citizen is in prison until the judge makes his decision. I will post the arrest results and on what charge the arrest was made.

If he so chooses, the policematoran may charge the arrested citizen with additional crimes by posting in the topic up until the time the judge makes his decision. Policematoran may also "arrest" citizens already convicted and serving time in jail in the same manner as a normal arrest, to bring them before the judge again.

- When not attempting to arrest a citizen, can PM me to set their status as guarding a particular citizen from theft and murder. This protects the citizen's chance of successful defense, but does not make him invulnerable.

- They may choose to investigate any crimes that are reported by me in the topic.

I'm all for lower taxes, but if they're too low, then we have problems. I would also like to hear how you will extract this tax, and what exactly will be taxed? Income? Will it be a sales tax? Or a tax on certain items?

[ELECTION RESULTS]
Since all votes must be cast within 48 hours, the election is now officially over. We have 12 players in the game so far and only 3 voted, although 2 others were active during elections and chose not to do so. To try and boost activity a bit, I will be PMing everybody who joined and reminding them that the election process has started and to visit the topic.

edit: OK, um... I'm pretty sure you can't choose between income and sales tax, (though I might be wrong) but if you you can, what would you guys find to be an acceptable tax amount for income and sales, while still holding me to my promise of cheap taxes? And also, what would be an acceptable price below which there are no sales taxes and an acceptable sales tax cap?

If what you guys decide is agreeable, then I will make it official.

The military having been chosen, please say so in the next 48 hours if you wish to run for government (as Impulse so kindly demonstrated). I have designated citizens' positions in the player list.

As far as taxes go, you can go about making/enforcing/collecting them however you want, but there is no reason you shouldn't be able to figure out a way to institute an income or a sales tax should you see fit.
