We have the Comics forum for BIONICLE and LEGO-related comics. Comics unrelated to those can go to the Completely Off-Topic forum, but make sure to keep them BZPower-appropiate. ;)

BIONICLE and LEGO-related comics go in Comics. If they do not deal with BIONICLE or LEGO, they belong in Completely Off Topic.

Edit: aaaaaag Gata you ninja

I quickly checked Shops & Kits and found no complete topic to help you with that. However, the most basic of image-editing programs can allow you to use kits. All you have to do is get the sprite you want, then copy/paste the parts of the body over to a different window, where you construct your character's poses on top of a background.

If you want more detail (I haven't made a sprite comic in years :P), I suggest PMing a comic maker. I'm sure they won't mind helping you out.
