Why did the Makuta create Rahi?

What exactly was the purpose of the Rahi? Why bother making them?

To keep Matoran away from dangerous areas they weren't supposed to go, and probably various other "biomechsphere" type functions as well.

And later to terrorize them when the Makuta were openly evil.

NOPE.AVI Not everything. Mata Nui created Makuta because he wanted them to make Rahi to fill his Universe with creatures that probably weren't made by Great Beings because of lack of time. They were created for Matoran and other sapient species for help them and also to make a fauna on all these Islands.

I was thinking about this recently, and thought they were created to aid in matoran labor, like the ussal crabs. Also they would be part of an ecosystem inside of mata nui, which is some what important.
