What the topic title says. Think about it, his Magnetic bolt launcher has all the hallmarks of the exotic Inika weapons, his set form has Inika-like armor and appears to have an Organic Kanohi. Is it too unreasonable to assume the Red Star Inika Lightning Bolt is just a natural part of the Mata-Nui reviving process?

No. Remember, when Jovan's team was active, the section of Voya Nui that was ejected in the Great Cataclysm was still in the Southern Continent where it belonged. Thus Jovan and his team were inside the robot when they became Toa, amd the Red Star was outside the robot.
As such, since the feature to turn Matoran into Inika was designed to turn Matoran into Toa should they be outside the robot, and since Jovan and his team were inside, the feature wasn't used, and Jovan and his team aren't Inika. (And besides, even if that happened, they wouldn't be called Inika anyway, since that was the name Jaller choose for the team.)
As such, since the feature to turn Matoran into Inika was designed to turn Matoran into Toa should they be outside the robot, and since Jovan and his team were inside, the feature wasn't used, and Jovan and his team aren't Inika. Jovan and his team were toa even before they went to voya nui. But no, they were not inika. It's just a matter of inika pices are what were available for the combiner model.
