What exactly is it? It seems to be an electrified beam of liquid protodermis inside of a magnetic field but I'm not certain of the details. What is its cutting power? Is it retractable? Etc.

According to BionicleSector01, there's a knob on the hilt which can be turned to alter the density of the blade. If the density is altered enough, the blade can phase through someone's body and electrocute xir. But not stab xir.
I guess the shock isn't powerful enough to be lethal.
