Reporting Tracker Tickets

I was browsing through old tracker tickets looking for ones that hadn't been resolved, and I came across this - a duplicate ticket from back in January that still hasn't been closed. How should something like this be reported, since the tracker has no built-in reporting system?

It is admittedly a bit hard to see, but when your cursor hovers over the vicinity, the text's color darkens and the link stands out more. Anyway, yes, the link is right to the left of the quote button. No need to apologize!
