He's obviously not Suvak, since Suvak has laser vision, not impact vision. I'm sure if you eventually catch him you might get some info out of him. Even if he watched Suvak hide, there would be no way for him to know the Rahkshi were after him. And why would he run, if that was the case? ...unless he's luring us away from Suvak's hiding place. Like he was talking from the Rahkshi's perspectives there. I agree with Click... there's a clue in the room he ran from, I think. Either that or he's on the run from the Brotherhood, in which case perhaps we'll get rewarded for catching him? We shall have to see what happens come next Ultron post. Making us fight or chase him doesn't seem to be Suvak's style. But I don't think it's going to be that straightforward. He could be in disguise or something for all we know. Or in a location we can't get into without fighting our way in. Heck, Suvak might have gotten himself deliberately arrested, and the only way to actually find him is to enrage the guards. I'm particularly fond of the way you've managed to create characters who are just so completely different to each other, and write them without any issues. I know in the main RPG, if I go from posting as one of my evil characters to one of my idealistic ones, I've got to reread a few of my previous posts to get myself back into that character's mindset. She doesn't think she would be able to assist her friends, which is probably the hardest part. I was planning on having her lighten up a little and try, but she just needs a chance to actually do something. She would probably be reluctant at first though.
