I'm pretty sure they hadn't collected the masks yet, but I may be wrong. This may also be an artists error too, as they may have misinterpreted "Lewa and Pohatu, combine your powers!" UPDATE 3/21/15: Thank you to Dragon11603 and Sir Kohran for pointing out additional things. The comics continued this white mask appearance in the Challenge of the Rahi one-off and as late on as the Bohrok Kal attack. And everything else about the drawing looks pretty similar to the set version of him.However I think it was determined that Velika was a Great Being after The Powers that Be was ended, so it might just be a really lucky coincidence. I imagine the artist knew they had to draw a generic Matoran, so they used Velika as reference. As you say, it's doubtful the artist knew there was anything special about Velika as a character. And many comic artists can't just make up a completely original BIONICLE character off the top of their head. A write-up for an initial video for a G2 plot I really wish everyone would stop trying to play join the dots with Gen 1 and Gen 2 though,it seems there's a couple new threads everyday and often they're duplicates of already existing conversations! Or simply parallel them with a slightly new 'twist'! Gen 2 is NEW, it is NOT Gen 1 and it is NOT a continuation. Outside of the characters we already have I personally don't want to see ANY old characters return. I think it will cheapen the whole experience to those of us familiar with the original line...
