Actually, I'd have to cast my vote for either the Skopio or Maxilos. I loved Maxilos' waist articulation, but the overall design had quite a few (very literal) holes. The Skopio was big and impressive and while it had its share of drawbacks, it compares favorably.
 
In the end, they're very good sets in different genres, which makes for a tough comparison.

Hm... tough to judge all Bionicle sets against each other, given how different they all are. 2008 Takanuva, I guess? Apart from the fragile joints that affected all later G1 Bionicle sets, he was a pretty solid figure in pretty much every respect.

Excluding large sets like titans or vehicles, probably something from 2015.  I'm a huge fan of functions, so I might pick Skull Basher. His function is really clever (I can't stop doing it), and he looks great. Love the minotaur motif going on with him. If they keep up with the unique action features going forward, I think i'll like gen 2 more than gen 1 by a considerable margin.

 

As for what you're asking, I dont really like Maxilos. Heck I think he looks ugly. Way too many gaps and holes. Skopio looks really awesome though. The original tahu is easily the most well known of any bionicle set, but I wouldn't pick him simply because the function kind of ruins any posability, and the articulation is poor due to there being no elbow joints.

Objectively, maxilos probably is the best. His build is just insane and uses so many parts and looks so darn good. Spinax is also pretty sweet and uses some really good parts. Subjectively, sidorak is my favorite. He's tall and creepy and has a claw hand and a blade arm. I love him.

Playability? The Manas, no question. I haven't had that much fun with a Lego set in years than I did messing around with them. I still make them do donuts sometimes when I'm bored.

 

In terms of how they look, Muaka and Kane-ra are a good choice, as well as the Exo-Toa. Both are very impressive looking. The same goes for several of the vehicle sets (mainly the Axalara)

 

Takua and Pewku or Takanuva would probably get my vote. Both have a neat character model and a more advanced technic build that looks stellar.

 

I can't say much because I've never owned it, but I've never liked the look of Maxilos. It looks poorly armored and just not too amazing. None of the 2007 titans were too me really, Hydraxon being an amped up Toa Mahri, Lesovikk being a simple Toa design, I don't even know what to say about Karzahni, and Gadunka was at least interesting if nothing else.
