That is some really cool artwork for Skull Basher. Especially his face. I really like the look it has, and I kind of wish the set's actual mask looked more like it.

The shaping of his mask in the concept art is awesome and I would've quite liked that as an official LEGO mold. I'd say he's more imposing as a villain in the art than in animation form, though they are quite different styles, so comparing them isn't the best thing sometimes.

I think this skull basher is more fearsom and scary, while the animation version seems very intelegent and evil.

That concept looks more like Skull Grinder to me. 

 

It seems to have elements of several of the skull villains (Basher's oversized horns, Slicer's oversized forehead, Grinder's color scheme, etc). Perhaps this was just a general concept for what the overall skull villain aesthetic might be like, and the looks then diverged from there as they developed that concept into a full series.
