Because they weren't planning to stay there. The Toa Metru defended Metru Nui. The Inika defended Voya Nui for a couple days, with their primary goal being to locate the Ignika.

All right, maybe the Inika name was derived from Ignika?

 

Nope. It's a Matoran word that means "energy of a star." Fitting, since it was a discharge from the Red Star that made them Toa.

T1 shadow: The artisan is right about Inika meaning "the energies of a star." In Bionicle Legends #3 on pages 49-50, Garan tells the Toa Inika they don't look like Toa Nuva. After Jaller answers they weren't Nuva, Farshtey writes, "He [Jaller] thought about the lightning bolts that had unleashed their powers, the glow of their faces behind their masks, the way their weapons radiated energy. Then he said, 'No, not Toa Nuva. Toa Inika.' The name caught the other Toa by surprise, but it made sense - inika was the Matoran word for 'the energies of a star.'"
 

tl;dr
Jaller picked the name for the team because of the meaning of the word.

P.S. Somebody please remind me what "Nuva" and "Hordika" mean.

"Nuva" i beieve was, well, "new" and Hordika meant something along the lines of "bestial" or "savage" if i recall. o:

This has been bother me for a while. Toa teams are usually named after their island, right? There are some exceptions (Toa Nuva and Toa Hordika) but those names pertain to their upgrades, and otherwise they would have the same name because they were still on the same island.

 

So why weren't the Inika the Toa Voya?

The Inika/Mahri are the reverse of normal, being named first based on their upgrade, and then based on an island.

If I recall, "Hordika" means "Half-Beast", which is what they are, technically.

The Toa aren't generally named after an island — the only two teams we know of that were named for the places they defended were the Toa Metru and the Toa Mahri. I believe the Toa Mata were officially named not for the island of Mata Nui, but rather for their destiny of reviving the Great Spirit. After all, when they were created, the island of Mata Nui didn't even exist, but the Great Spirit did.

I stopped really following the story by the time of Voya Nui, but I think another reason from Lego's perspective would probably have been that "Toa" and "Voya" sound too similar to make "Toa Voya" as easily pronounced.
