OOCThat's... kinda thick. The Soleil just said that they were under their jurisdiction, and your peeps respond with 'but there wasn't anyone there'. America owns the Hawaiian islands, but not all of them are inhabited. Doesn't mean Japan can go and claim them or something.

IC: The Aquileon Ambassador to Seasgate was intstructed to suggest an alliance between the two nations.~+~The Anitalian mission (who had, by now, receieved their own embassy) were offered an alliance.~+~Communication was established with the Slacians.~+~Meanwhile, the Aquileon government began construction of a facility to house diplomats from all over the world, where they could bring their grievances against each other in a court of their peers. It was raised up on a series of steps, allowing him to look down at the ambassardors while he sat, cross-legged."Your proposal is accepted. OOC: I will not be RPing contact unless the arrival of a boat is posted IC. I will also not be acting as though my people have any knowledge of another culture unless they have met them in IC.IC: The soldiers on the patrol boat appeared more nervous than anything else, and while several of them carried rifles of some sort, none of them appeared to be taking aim at the Waalrusaan ship. On the bridge of the patrol boat, the captain stood with a pair of binoculars, watching the foreign vessel with a frown. The foreigners were too clean to be pirates, but their clothes and their ship were completely unfamiliar.As the patrol boat drew up alongside the Waalrusaan ship, she stepped out onto the deck and called over to the Waalrusaans, pointing towards the shore to emphasize the meaning of her words."You will follow us into the port. Any hostile moves will result in the sinking of your ship."

IC:Nearly a month after the arrival of the various foreign delegates, Limited communication was available to them all. While the Aquileoneese Ambassadors proposed their alliance in secret, each of the nations who had arrived - the Aquileon, The Stans, and the Kiserre, were all invited into the Emporers palace for talks with the Emporer himself regarding two things.Peace, and trade.It was decided that any nation who agreed to peace would recieve a large trade presence with Syressa, while anyone who only agreed to trade would have that presence slightly diminished. The chief exports would be the variety of rare spices that the island was full of, and the various types of Syressan cuisine. In return, the other nations would be allowed to trade their own exports, Use Syressa as a port for their ships during storms, and use the Empires hopeful trade agreements to spread their technology even to those they may not have trade agreements with.In return, each nation who's goods were bought by other nations were promised one third of the profit - non negotiable.While the terms of the meeting were laid out on the table, the Syressans became restless - they wanted to see the new world around them, and being sailors by trade and birth, their inability to leave the islands outer reaches was making them extremely restless. OOCLloyd: The UN building itself is pretty cheap, but it's the effort to bring the nations together, to bring skilled linguists to translate all of their ramblings, and in general other expense that bring it up and make it special so... 25 IP for one week sounds about right.ToA: I hope you aren't expecting to do much besides make some cool plants. Genetic engineering of anything above Kingdom Plantae is offlimits until the 00s, regardless of whether or not you pump a ton of R&D into it. Now, if you have been doing a bunch of R&D you get lots of nice toys in the 00s, so feel free to keep doing it.IC incoming in a moment.

IC [standast]A larger cruise ship like vessel was sent out, filled with diplomats and corporation negotiators. Many companies were represented, and when the ship reached the Seasgate Empire, multiple offered their services; notably, Real Dreams, PVC Inc -not the most creative of names but it got the idea across-, and Aerospace Industries. Civilian recreation, plumbing, and planes. An effective bundle to say the least.

IC: The Waalrusaan seemed to get the gist of what the Varangians were saying and the exploratory boat started following the patrol boats to the harbour. OOCYou can build a military base on it with no cost besides putting some troops there. ToA managed to claim three at once without any IP costs, so I think you can grab one with ease. As for maturing time, there's not really a set thing, so use common sense. 1 real day=30 Strith days.

Deciding this would be as good an outpost as any, the Fleishkarls decided to ship a few troops there, build a military outpost to secure their sea-lines

Ic / Southern Coast of Saaristo:Growing ever fainter, the eternally rumbling and churning wall of clouds and thunder faded away into oblivion. Oikein Kaksi stood, watching as the impenetrable boundaries of his world disolved away into nothingness. Glistering crystals of ice began to sprout on his graying beard, raging winds rippling through his wool-lined, leather trench coat. The man gazed over his shoulder, down towards the shoreline thousands of feet below him. With one final glance at the history-altering moment before him, the diarch sealed the observation hatch and decended down the rungs underneath his feet into the belly of the Triumphant Recollection, the first of only two military airships in the Saarii air-force.The sound of his steel-toed boots reverberated throughout the zeppelin as he crossed the grated gangways of its innards. Entering the bridge, he got on his knee and softly spoke to the ensign manning the radio station. "Send a message back to Pääkenttä. Tell Diarch Vasen that indeed, the meterologists were right, the Oceanic Barrier has disipated. And signal for the icebreaker, the Borealis, to begin Genesis protocols. A team of specialists was gathered aboard when we first heard news of the shifting conditions out at sea."Without awaiting for a response he retired to his personal quarters. Something told him he wouldn't get many opportunities to rest the next few weeks.

The massive rotors of the Borealis rumbled to life and the cargo-ship churned out of the harbor (C23) heading southwest into the uncharted realms. During several occasions over the last century many things hinted at the existence of other groups of humans elsewhere: A foreign, twelve-second radio transmission intercepted through the static of the storm. Several instances of plastic trash washing ashore, covered with languages that no one on the island had ever seen. And most recently, what appeared to be an artificial probe of sorts seen orbiting over the planet.It was finally time to see who these people were and to solve the mysteries of the unknown world.

IC: The ships had discovered two more islands, O16 and Q18. The military was informed, and it was deemed a good idea to construct bases on them. It would be nice to have a network of islands as other nations began expansion. The flag was planted on each, and ships were sent out, soldiers ready to be deployed.

OOCOh joys, military bases on the main continent.I feel I should make this absolutely clear here and now; your military base WILL NOT EFFECT GROWTH TIME WHEN YOU COLONIZE THE PLACE. Yes, it needed all caps and bold. Someone is going to try to pull that if I don't. Your military base will produce no IP and will sap no IP. It is like an island military base; it's there, probably doing something useful, but not particularly game changing.Also, ToA, I hope you realize, if someone attacks your long range island bases you just claimed, then if they leave no survivors and let no one escape, you will have no idea for a while. Until we get satellite communications radio simply won't cut it.

IC: A civilian ship with the markings of the nation of Kiserre drifted off the coast of Varangia, though the crew did not yet know that. The ship's captain stood on the deck, bundled in several layers of clothing to escape the frigid ocean air. He gazed through binoculars at the distant coast. He could make out lights on the coastline—civilization. How could anyone possibly live in this cold? he thought, used to the long hot summers of Kiserre.The ship's translator (the Union government had one assigned to each ship of the exploration fleet in case they came across a new nation) seemingly appeared next to the captain, trying to peer out and see what the captain was seeing. The captain passed over the binoculars."Ah, civilisation," muttered the translator.Several minutes later, the ship stopped its drifting and slowly plowed through the water towards the coastline lights.OOC: Wow, this is like the first decent RP I've written in years. -__-

IC: Anitalian sailors were used to the warm, coastal, Mediterranean climate of their home. Therefore, when they neared the land of the Waalrusians, they were bundled up and shivering. Captain Reynolds stood resolute at the helm of the ship, tirelessly searching for the even the smallest sign of civilization. Scribbling illegible notes into the fibers of his coffee-stained log, he gazed up. Seeing nothing he returned to his papers only to double-take. Snatching his head back up he gazed out off the window of the bridge. There, standing on a pole was a small, white form looking at him, illuminated by the cabin lights. A seabird, but unlike one he had ever seen. Adrenaline spiked through his bloodstream. He flailed for the ship's microphone."Crew, I hate to wake you at this ungodly hour, but I think you ought'a see this."One by one the crew began to trickle into their posts, searching for stray radio signals or signs of land. No more than an hour went by and lights began to be spotted through the dense fog. A single, elogated, bass-note rang from the ship's horn and sliced through the night.

Ic / Aquileon Greeting Hall:The captain and the three linguists of the expedition stepped into the hall, intrigued by the alien architecture. But they had more important, pressing matters at hand. After establishing names with hand gestures and pointing, the specialists took a seat at the table and got to work exchanging the Saarii syllabary, dictionary, and book on language structure for the Aquileon equivalents. (Ooc: That's fun to say...) Reynolds stood back, watching the process unfold before him. His hand found it's way into his coat pocket, confirming his pistol was there in case something went dreadfully wrong.
