"fixed" top bar conflicts with fixed side bars

To recreate this issue, slowly scroll down on this page and watch as the Issue Information panel on the right gets cut off under the top bar as it follows the page as you scroll down. Changing the CSS rule:
#right_block.moving {    top: 9px;}
to something higher like:
#right_block.moving {    top: 49px;}
Will fix this at least in part.

Fixed, well mostly, there's still a little zone where it can overlap when it hasn't quite hit the threshold in the script that causes the other class to be applied, but I don't have access to that script so I can't change that.
