Not particularly strict, per se. To be honest, WIPs are already kind of allowed, as long as they have merited work and progress. The only reason WIPs are often closed is because of that fact that too many of them are "idea" topics--where they formulate the idea, rather than have work done on it. No work in a topic in the artwork forum = unmerited topic/discussion.

Rules concerning WIP topics have been going through changes for a little over a year, or so. This has gone hand-in-hand with changes to "generic comment" policies. Fan-Created Media was the latest forum to allow demos, or WIPs. At this point, only the two BC forums remain the strictest regarding incomplete projects.
I welcome WIP topics in OTC, provided that they don't fall under the "hype topic" kind of category (see HH's post in the link above) - so having a single topic for all WIPs would be redundant at this point. Furthermore, I see it as more of an organizationally difficult proposal than having separate topics for each project started by the creator.
So, I don't think it would be necessary to consolidate all WIPs into a single topic. It would be a better idea to go to the Forum Leaders of the Creative Outlet and petition for changes, if the forum in question does not already allow such topics.
