Where would I put a response topic for a story? Would it go in the same forum division, or somewhere completely different? After this is answered, it can be closed.

Yes, you create a response topic, or review thread in the same forum as your story goes. Keep in mind though...if your story is a one-shot, and won't be added onto, you needn't bother with creating a new topic.
