OK we know that in the begining Mata Nui created the Tounga and Makuta did not like it. In turn he infected the rahi and sent them out to distroy the tohunga.
Here is my theroy: What if the Tohunga were no challenge so HE made the toa so that he could fight them. When they defeated him he created the bohrok for revenge. He wanted to defeat them without the chance of him, personaly being defeated like last time. When he finished making the Borok, Va's, and Barag he thought that the toa would be no match for his creations so he also made the Exo-Suits to "Even the odds"
Any thoughts and please no insults on how dumb a theroy this is.

1.It said the toa were from HEAVEN!!!!! Makuta is DARK! Get it!?

no, the great ones created them, i forget where i heard the great ones, but they sent them to protect matanui untill mata nui awakens, at least thats how i look at it.

I dont think lego ever mentioned heaven or greatbeings. There is a posibility that makuta created the toa so that he could watch them fight. Kind of like the gladiators.
