I'm pretty sure you can make it if you have the master builder. I don't remember what it's called but i think they say on MoD

No, on MOD, PD said that the hoto wasn't the little blue zapper buggy guys. The blue bugs have longer anntenae and electricity goes threw them. I didn't see any other differences than that. I guess you could build a hoto, only light blue, and give em' longer antannae like PD's "rebugged" hoto.

and somhow atach anntena, but you have to cut
the antenna to about 5cm, you know the thin tubes,
used for the bahrag anntenna

Yes if you have the master builder you can build it, it is called a hoto fire beetle but you have to build it in the stupid orange and grey and red color scheme.

the fire hoto and lightning hoto r cousins, almost the same friggin critter, just different colors, and different powers.  Just build the hoto from MB, paint it blue, and cut down the antenae from the bahrag

The Hoto Firebug and the Lightning Bug are completely unrelated.  They also have a few significant physical differences.  The Hoto has wings made from the #5-6 Technic fairings, while the Lightning Bug has none, and is a completely different color.  I suspect they might be based off the same general design, but it's a bit hard to tell with the only two sources for Lightning Bug pics being the GBA (too tiny) and the MNOLG (too stylized).  They do both have the RoboRider heads for their abdomens.  Hmm...
