on page 4 of the new foil comic issue 8, right before the toa defeat the bahrag twins, one of the twins says, "you dared oppose your brothers, therefore you must fall! mata nui will be cleansed." now maybe i just missed something earlier, but what do you suppose the relation between the two is? why would the bahrag call the toa brothers?

No, the bohrok are mechanical and the toa biological. but I have a recollection of someone once saying that the toa and krana were descended from the same source. they were talking qabout opposing thier krana brothers because the bohrok are mindless. because this has never been discussed in the comics before I have no doubt it will be explained in the comics before long.

Well, they are actually distantly related.
On some kind of evolution chart, it shows that some Krana evolved into a series of creatures which ended with the Bohrok, so, some of the Krana willl have become mechanical.
Others became biomechanical, and evolved into the Kanohi, then to the Matoran, then to the Toa.
Oh, and kofai toa of storms, welcome to BZP.I recommend to all new members like you to have a look through the Reference Desk, which answers a lot of the questions new members have to ask about the forums.

According to me Mata-Nui created the Bahrag and the Toa (brothers) but the Bahrag went evil maybe because of his brother Makuta and now we get a fight. The toa fight the bohrok and the Bahrag while Makuta uses the period to increase his powers.
