I don't think Makuta created the bohrok. I think Mata Nui created the bohrok as bodyguards for the toa, Koros, ect., and for him self. post what you think of my theroy.

It would more likely be vice-versa. Makuta put Mata-nui into an enternal sleep and then took control of the Bahrag.

makuta was the krana im sure he didnt make them im sure the turaga had somthing to do with the creation of the bohrok makut just enslaved them with the krana.

I didn't get to finish my origanal post. After Mata Nui created the bohrok Makuta put him to sleep. He met up with the bahrag and asked them to control the bohrok with the krana that they could control in exchange for the control of the island. But Makuta tricked them. He told the bahrak to go into a chamber under the island. Before he told them that he created six exo-toas and placed them in a chamber before the bahrag so the toas would find them and be able to destroy the bahrag. He placed the bahrog in the center of the chamber with the promethious under them, that way if the toa could not destroy the bahrag the promethious would. He didn't know that the promethious would spread in the chamber cousing  ,  ,  ,  , , and   to be created.
