I say that these beings were created by Makuta out of the protodermis (the enemy heads from the pic) Becuase Lego sayed that Makuta is back and that the Rahkshi are the new bad guys for MoL. So i believe that thy were actualy made from the energy from the toa so they know ever thing the toa know ( that would be cool) thus under the comand of Makuta they go out and start receing havic. Also is that since protodermis is like the blood of the island it is weak and becasue of the Rakashi is crumbling into the sea and now the Toa Nuva must defeat the Rahkashi and restore the island back to its orignal state

Before I say my own theory, I would like to say congratulation for BZPower to make the forum back to life again. Isn't the new design look cooler than before?
Here's my theory: Raskshi maybe is a new way of Makuta for revenge to Toa. (Don't ask me why he still alive...) He maybe knew that somehow the symbol of Toa Nuva would able to destroy Bohrok-Kal and release the Raskshi, which trapped below the Mata-Nui(quite same with the Bohrok). So he tried to trick(or more better, forced) the Toa to do so, and they do what he wanted to see...
