I think the Kal are a part of the swarm. Like,.. Backup. in case the Bohrok swarms fail. What the shall do to change this, I don't know. Maybe they try to re awaken the Bahrag? Or maybe even temporarily take their place? I know the Kal are linked to the swarms some how.. I just don't know how.
