who the heck is Takau?,I know he is a chronicler and stuff but why does everybody say he is gona be the next toa?!....

"Takua" is the Chronicler. And it was rumored that he'd be the next Toa because there were reports that the person voicing Takanuva was also voicing Takua.

This is a weak connection...but some people took it to heart.

Moving to Storyline...

Actually, judging from the newly released pics of the sets, I have a hard time believing that they are one and the same: two different sets at once, one as different from the other as you could possibly imagine. They look nothing alike...
I believe his role in the Bionicle Saga is to help out where needed, and guide things in the course set out by the Great Beings.

First of all Takua's name is spelled Takua, not Takau. Second, Takua stars in the Tales of the Tohunga videa game, the Mata-Nui online game and will probably play a big role in the up coming "Battle for Mata-Nui" game. Thirdly there has been rumors for quite a while now that Takua is going to put on the mask of light and become the Toa of light which is now known to be named Takanuva. Now since their names sound so similar people believe that Takua will become Takanuva. There is also the fact that they are voiced by the same person in the up coming "Mask of Light" movie. However most of the actors are voicing multiple roles so this means nothing.

Takua is a matoran who is known as a hero for helping the Toa save Mata-nui and completing various other important tasks. Takua is also believed to become the Toa of Light by putting on the Mask of Light in the 2003 movie. Even though this hasn't been confirmed, I still believe it will happen. We'll just have to wait until the MOL movie.
