lighting mistake. they arent underwater they are in steam.
anyway how can the tol be the 7th toa if there is only six when gali transforms.
so no she isnt the TOL its all a lighting mistake and steamy area.

Gali is not the Toa of Light. Why does everybody think she is? The ToL is a new Toa, GregF said so himself. That's a question I should've asked him, to put that in an official statement for us.

i believe your question is aswered she is not the TOL he or she is a whole new toa.

Maybe gali tried to wear the mask of light, but the mask refuse to revealed the power.
