If the purpose of the bohrok-kal was to awaken the bahrag, and the bahrag were already asleep when the matoran arrived, shouldn't the kal have been awake already?

The Kal's purpose is to free the Bahrag.
The Kal were put on the island to rescue the Bahrag if the Toa were ever to defeat the them. So once the Toa defeated the Bahrag twins, the Kal woke up and began their quest to free them/

EXACTLY! And anyway, the bahrag were FREE but they were sleeping.

When thes bahrag were created they were awake which means something had to have put them to sleep. In comic #10 it states that the bohrok kal would awaken if the bahrag were neutralized by natural causes or an outside force(such as the toa). Therefor when the bahrag fell asleesp, rendering the swarms dormant, the kal should have woken up and "reactivated"the bohrok.

uh hello!, not trying to be mean but the bohrok weren't "activated" at all yet. and who says the bahrag were asleep? maybe they were just biding there time. and it said "If the day ever came that the BAHRAG were defeated, either by an enemy or a natural force, the BOHROK-KAL would awaken. Their mission: Find the BAHRAG, Free the BAHRAG, Unleash the swarms once more."

the bahrag were always awake....
making the swarms since the begining of time.
the kal were created encase the bahrag failed.
however the kal are doomed because if the bahrag awake again the will destroy the kal and the bahrag would rein for ever
