How come we never see the Shadow Toa? Who and what are they, and what would they be like?

well, in the game we were to have in 2001 
the Shadow Toa were there... but the game flopped, so the Shadow Toa weren't released as a set or on the MNOLG... and they might become a set later on in life... they could be the Rahkshi's prototypes

The shadow Toa wer meant to be in the cancelled PC game (which also featured the Vahi and included it in the package).
Apparently, the Shadow Toa WERE in the story, we just didn't witness it. The Battle in the Mangaia was meant to be against the Manas, then the Shadow Toa and then Makuta. But the Shadow Toa were only manifestations of Makuta and were easily defeated by the real Toa.
The shadow Toa may be included in later story lines but we do not know.

supposedly they have another video game in the works that will be released some time this fall....it might be the game with the shadow toa that was canceled.
