Well, what you think. Makuta returned but he is more powerfuler. How did he become? I think when Bohrok Kals died, they went to (that flying junk in MNOLG). Then Makuta got more powers and parts. Then he became more powerfuler! Then he made a Rahkshis.

Makuta can shapeshift to any form he wants, and has every elemental power there is, but as for where the Kal parts went, maybe you're right!

Well, did you see when Gahlok Kal died in that update video. There came some parts, what were in Makuta vs. Toa MNOLG episode.

No Comic #12 explained that those were the remiaining pieces of the Exo Toa. And MAkuta did not become more powerful. He merely first took a form he thought the Toa could be defeated by. But he underestimated them. So now he took another form that was huge.

Ironicly, Makuta will probably underestimate the ToL

Yeah, Makuta did not become more powerful, but he didn't use all of it agaist the Toa because he underestimated them. Now he sends the Rahkshis, his chidren, to attack the Toa.

He's a shape shifter so he probily just changend into that new form. He might be able to shape-shift by the swilring pieces but I don't know.
