Um, I don't think the Matoran made the masks. They came from somewhere else. And the thing is, there were 12 types of masks. The Toa came with the masks that some of the Matoran had. Only thing is, the Toa's masks have powers. It was in Kopaka's canister because he needed a mask, and that was the choice.
