Yeah you are not the first one to be a little confused but there is a difference. when they fought makuta they fired there beams seperately while when they fought the Bahrag they combineded there beams into one beam wich created Protodermis and locked the Queens up.

The Toa, when combining their powers, create liquid Protodermis.
the Toa Nuva, when combining their powers, create solid Protodermis.

they did not combine their powers while fighting makuta, they jst attacked him all at once, andf you'll notice that their attacks never meet each other

I've always been a big nut on combination of anything. I mean, I love LEGO Bricks, K'Nex, whatever. Combining elements is just as good. Did you say solid Proto? That woudn't take as much energy to create, since you need heat to create liquids, right?
