1. Panrahk's staff would cause a fissure.
2. The Rahkshi's powers may be diverse, but Makuta has so much raw power that they would be crushed by him. Kinda like the Noble Masks have cool powers, but aren't as strong as the Great Masks.
3. Rahkshi can't revolt because they are controlled by Kraata which are part of Makuta's essense.

Surely, if Panrahk can destroy things from afar, he could just climb to the top of Iho (is that right) and Blow up the Toa.

I'm positive Pahrank can channel his power so that he only blows up what he chooses to destroy. Kinda like Tahu can choose what he burns and Kopaka and choose what he freezes, et cetera, et cetera, et cetera.

Oh, and Tahurahk, it's Mount IHU, not Mount IHO.
