I thought that rahi had to have mask, or else they would shut down, like all toa and matoran. Why doesn't he have a mask on(he is a rahi, right?)

First off, Pewku is a she. Secondly, no they don't. Remember, the Kahu doesn't have a mask, but Kongu can fly it just fine. It's only when they get an INFECTED mask put on that they become a servant of Makuta. As for Hoi, Fikous, and those uninfected ones with masks, no, I don't think they would "shut down", or die if you removed them.

EDIT: And no, Toa and Matoran don't die if you take off their mask... remember, when Lewa got his infected one knocked off by Onua, he was able to put on his real one. And Tamaru took off his mask in one update, and he didn't "shut down"...
