He's actually in the lexicon on bionicle.com. I don't think he's Tahu though. They would probably call him by his real name, Tahu.

He's NOT tahu. He's an ancient (and now dead) legendary Lava Surfer. Are you suggesting Lhii reincarnated as Tahu?

First of all he is a real character because he was mentioned in the origional Jalla bio. I dought he died, no source like GregF has ever said he died. It is said they will have him in 2004 but with a new name because of legal reasons (its from another language).
As for him reincarnating as Tahu, Inuyasha let me put this in terms you will understand Kikiyo-Kagome.
