Can someone please tell me when and what event triggered the completion of the le-koro highway?

What do you mean by saying what event triggered the le-koro highway being finished? The reason it was finished is because the onu matoran finished digging it. Lego just chose to show it when Takua talks to the miner.

Before Takua saved the lightstone mine, all the miners were on strike (check it out in the game). When the miners could see they were able to dig better so they finished it just in time that the chronicler could see it. A strange coincidence indeed...
