The Matoran supposedly came from a more advanced civilization.
The Turaga are aware that the Matoran have forgotten most of what they knew.
Without access to the technology they grew up with, the Matoran were forced to make do with what they had in order to survive.
Luxury items, like running water, electricity, gas heat, refrigeration, automobiles, would be gone and would take second or last place in the list of necessities.
If you and a group of 400 people were stranded on an island, how quickly do you think you would build a modern city?
1. You would have to deal with food, shelter, protection from the animals, gathering resources, building of the tools needed to gather the resources, building of the equipment to build those tools...
2. Then you need the means to process these resources, while maintaining step 1.
All this while someone is sapping your strength and memory, and reducing you to a weaker being than you once were.
The Matoran didn't create their civilization on Mata Nui, they adapted to their situation with the tools they had, and have only started to regain the knowledge they had lost when we entered the picture. They still had some items from when they arrived, which would explain the data devices.
But then again, the comics never showed any truly advanced equipment other than what the Onu-Matorans had been using in their mining.
All of the movies and games are based on the comics, so if they contradict what is in the comics, then you should chalk it up to 'artistic license' and not take it up as fact in the BIONICLE universe.

That is like saying humans are advanced in making organic machines because we ourselves are organic and have from that learned some things about making creatures.
No, I think that, having come from a more advanced civilization to begin with, the Matoran have merely managed to retain some of the knowledge they originally started with.
