So, how come in Web of the Visorak, when the Toa all combine their powers to heal Graalok, they didn't form a Toa Seal?

I think what happened was the intent behind the power usage. They weren't trying to harm Graalok, but heal her. So a Toa Seal would have harmed her. Besides, was it all of them that healed her? I thought it was just three or four.

It was because the powers they used were different. To create a Toa Seal they combined their elemental powers, but when they healed Graalok they were actually sacrificing some of their Toa Power to heal her, not their elemental powers.

It comes down to how they use their powers. Like how in MoL, the Toa Nuva used their elemental powers to cure Tahu rather than harm him. That's a bad example because there's only three of them, but it's the best I've got. XD

A better example would be the fight against Makuta in 2001. The Toa all let loose with their elemental powers, but since they hit in very different locations of the swirling vortex they didn't seal Makuta then. In the fight against the Bahrag their powers were instead close enough to mix together, while the Toa Metru already intended to combine their powers when sealing Makuta.
