Technically according to all the sources i have read including an article lego released in the lego magazine the minifig we all know today was first released in 1978.. while a precursor was released in 75 that only had a removable had and no arms.. Though there was a much larger figure that lego used in 74, which did not hold the title mini. Only the ones from 75 on were called minifigures. So really with you choosing 74 as the right year your question is not valid due to the fact those figured lacked the title minifigure.
