If you're going to make a giant robot that will eventually reform your planet, why have folks like Makuta or the Dark Hunters to possibly screw it up? This is a common misuse or misconception. The inhabitants of the Great Spirit were always intended to be sentient, just not fully sapient. The way the Great Beings planned it, they were supposed to be like robots, but with some of the advantages of life. However, they made their creations better than they realized (as far as we can tell) and so the intended workers became bio-mechanical equivalents of the Spherus Magnus inhabitants. Of course, it did apparently play a role in how they got evil beings, like Teridax. So it is a bad thing in some cases. But Angonce didn't seem to see it as bad overall, and Greg expressed openness to the idea that Velika might have actually caused it on purpose. The other GBs don't have a clue about it yet, apparently. Velika did want to remove those who deviated too much from "expected parameters" but that doesn't mean he sees the whole thing as bad overall. He might see it like overseeing (or possibly planting) a garden, and naturally expecting to have to do some weeding now and then.
