Naota Takizawa
The Muakas and Tarakava. They have freaking legs for wheels. Quote If you like Pingu & want to support a good project, click here. sydorack
Yeah I'd say tarakava. At least the muaka and kane-ra have some resemblance to animals. The tarakava just make no sense at all. They rule.
Toa Smoke Monster
I have to go with Gadunka, just because of its massive head alone. Quote Everyone is one choice away from being the bad guy in another person's story.

Bonkle
This and a boatload of other combiner models. I would only count a combiner as a 'set' if it was sold at retail, like Kardas or Irnakk. But yeah, that thing is weird. Quote I been away a long time.
MrSciFiGuy
Usually any conbiner model. Like honestly, the Kaita Nuva looks really weird to me Quote Bionicle: ANP aims to create narrated versions of all the Bionicle books, with voice actors for each character, and music taken from various media to enhance the story. bioniclepluslotr
Disregarding the 2001 Rahi which were all like machines, probably Skull Skorpio. It's just really weird to look at, especially the legs.

Nescent
Sometimes I feel bad for this guy"What is the ____est set?""Good Guy" To answer the OP: Gadunka was odd, but he was intentionally odd, so his big head struck me as part of his style, rather than an oddity. I think the Vahki looked very odd, especially in their secondary configuration. Edited August 6, 2015 by Nescent
Tuuli
Good guy! GOOD GUUUYYYYYYEEE! Anyways, I find the Bohrok Va to be some funny looking sets themselves.
Archon~
I don't think we should necessarily mention Good guy, or bad guy or any of those little disformities... They're their own league of weird. I wanna say the Klakk. A humanoid head on a weird thing with claws? Too bizarre for me. Quote Archon *** "For one to truly feel alive, the person must kill oneself a little bit each and every day." silo
The Muakas and Tarakava. They have freaking legs for wheels. Now that would be odd I'm gonna be unoriginal and say Klakk, Gadunka and of course Good and Bad Guys, who are on a tier of their own. 2 Quote . Makaru
At the time, Umbra was by far one of the weirdest sets (with context)."Umbra" the name still stands out as the only retail character to have a real [english] word as a name and have it correspond to his character.Boasted a baffling myriad of colours (orange, green, silver and black all competing for main)The first anything to be depicted with wheels (transportation usually came in the form of flying or crab legs)Only contained 16 pieces introduced that year out of 179. Of those, 6 make up the leg pistons and absolutely none of those in colours exclusive to that setAvailable only through Wal*MartIn sumary, Umbra is weird. 2 Quote Spoiler Alert

Kalija From Indian Lakes
I can't think of any sets that weren't already listed, but the Inika "heads" and guns were always weird to me. The guns specifically because we hadn't really seen anything gun-like prior to 2006. Probably geewunner talking but I loved bio way before the guns. It just never made sense to me.
